The Research and Innovation Foundation (RIF) received a record 284 proposals under its PRE-SEED programme, highlighting strong demand for early-stage startup funding in Cyprus.
Record Interest In Startup Funding
Applications for the PRE-SEED/0526 call under the “Creation and Initial Development of Startups with an International Orientation” programme closed on Sept. 11, 2026. Founders submitted all 284 proposals through RIF’s IRIS electronic services portal, marking the programme’s highest participation to date.

RIF said the response reflects growing activity in Cyprus’ startup sector and greater interest in developing products for international markets.
“The increased interest in the Programme and the record number of proposals confirm the dynamism of the startup ecosystem in Cyprus,” the foundation said.
RIF also called for more targeted financing and support to help turn business ideas into viable companies with international prospects.
What PRE-SEED Supports
PRE-SEED funds the creation and early development of startups working on innovative products and services with international potential. Funding targets the stage between developing an idea and reaching commercial viability, when private capital can be difficult to secure.
For Cyprus, such support can help teams turn technical and scientific ideas into businesses capable of attracting further investment.
Applications Move To Evaluation
Proposals will now undergo selection under the RESTART programme framework, beginning with an eligibility check followed by scientific evaluation.
RIF said the record participation demonstrates strong interest in new ventures and the continued need for early-stage support.
“The RIF continues to actively support the development of a dynamic and competitive innovation ecosystem, creating opportunities for new business ideas and contributing to the transformation of innovation into products, services and businesses with international prospects,” it said.
