E-commerce may be booming, but for many European consumers, it’s a frustrating experience. A Eurostat survey published on 12 March 2025 reveals that 33.1% of online shoppers in the EU faced issues with their purchases in the past three months—ranging from delayed deliveries to website malfunctions and incorrect or damaged products.
Cyprus Has The Fewest Complaints, While Luxembourg Struggles
Among EU countries, Cyprus stands out with one of the lowest rates of online shopping issues, at just 14.7%. In contrast, Luxembourg (55.5%), the Netherlands (55.2%), and Spain (49.7%) reported the highest percentage of dissatisfied shoppers. Other countries with low complaint rates include Portugal (4.3%) and Latvia (13.7%).

- Late deliveries – The most widespread issue, affecting 18.7% of shoppers.

Why Is Cyprus Leading In Consumer Satisfaction?
Despite some complaints, Cyprus recorded the lowest rate of online shopping issues among EU member states. The primary challenges Cypriot shoppers faced were:
- Delayed deliveries (10.1%)
- Receiving incorrect or damaged products (5.5%)
- Online fraud (2.5%)
Consumer Protection In Luxembourg
The findings align with the European Consumer Centre (ECC) Luxembourg’s latest report, which reveals that in 2024 alone, the organisation recovered nearly €1 million for affected shoppers. The ECC handled 4,556 consumer disputes, with the majority involving Luxembourg residents facing issues with EU-based sellers.
