Cyprus-Based NeoFleet Capital Secures $4m To Expand Taxi-Fleet Financing

The Cyprus-based global investment and technology platform financing professional taxi fleets, NeoFleet Capital, says it has secured $4m in pre-seed financing to expand its taxi-fleet business across Africa, Latin America and Asia.

Mark Loughran, former president and Chief Financial Officer of ride-hailing company inDrive, backed the financing and has joined NeoFleet as the President and co-founder. Other participants were described as private investors but were not named.

NeoFleet finances vehicles for taxi-fleet operators and provides technology and services covering fleet management, maintenance and insurance. Its model connects operators that need vehicles with investors seeking exposure to income-producing transport assets.

Loughran explained.

The company currently operates in Senegal, Côte d’Ivoire and Peru. In a recent update, NeoFleet said its partner network had grown to more than 800 vehicles, representing over $10m in financed and committed assets.

NeoFleet plans to use the new financing to enter additional markets and support approximately 1,000 vehicles across its network by the end of 2026. By the end of 2027, the company is targeting around 5,000 vehicles with a combined value of between $75m and $100m.

A Longer-Term Autonomous Fleet Strategy

NeoFleet’s current business is built around human-driven taxi fleets. Its longer-term strategy rests on the expectation that the same financing and operating systems could eventually serve autonomous vehicles.

Removing the driver would not remove the need to finance, insure, clean, charge, maintain, and reposition each vehicle. NeoFleet expects professional fleet operators to assume a larger role if autonomous ride-hailing becomes more widely adopted.

Goldman Sachs Research forecasts that the global commercial robotaxi market could reach approximately $415bn by 2035, supported by a fleet of around six million vehicles.

NeoFleet estimates the present global mobility-fleet asset class at more than $500bn and says professional operators currently manage between 20% and 30% of the world’s taxis. Both figures are company estimates.

The company was founded in Cyprus in 2024. Chief executive and co-founder Igor Shiyanov previously worked at inDrive and Boston Consulting Group. Co-founder Oleg Mosyazh leads business development and capital raising, while Loughran brings experience in mobility and financial products for ride-hailing drivers.
