Cyprus Boosts AI, Cybersecurity And Digital Resilience Through New Partnership

Cyprus is stepping up efforts to strengthen artificial intelligence governance, cybersecurity and digital resilience as senior officials seek to align policy, regulation and technical expertise better.

Strategic Cooperation Takes Shape

Communications Commissioner Marios Pieris and Chief Scientist for Research, Innovation and Technology Demetris Skourides met to discuss a strategic cooperation framework aimed at supporting the secure, responsible and innovative adoption of artificial intelligence across the public sector, the economy and society.

The discussions reflected the growing role of AI in shaping regulation, competitiveness, digital security and public trust, as governments across Europe prepare for wider deployment of the technology.

Preparing For The EU AI Act

A key focus of the meeting was the implementation of the European Union’s AI Act and the possible development of an AI Act Implementation Playbook for Cyprus. Such a framework would help public institutions and businesses translate the regulation into practical implementation.

The officials also discussed holding joint technical meetings and roundtables with ISO/IEC experts to bring internationally recognised standards and global AI governance expertise into Cyprus’ preparations.

Building Future-Ready Digital Defences

The meeting also addressed the broader challenge of strengthening Cyprus’ resilience against emerging risks associated with artificial intelligence and cybersecurity. Beyond regulatory compliance, the discussions focused on ensuring institutions, businesses and citizens can adapt to rapidly evolving technologies.

Pieris described AI and cybersecurity as closely connected pillars of Cyprus’ digital transformation, noting that stronger governance and security will become increasingly important as AI adoption expands.

He added that close cooperation among all relevant stakeholders will be essential to building a secure, resilient and trusted digital ecosystem.

Connecting Research, Government And Industry

Skourides highlighted the importance of closer collaboration among research, government, industry, and the innovation ecosystem, saying that stronger links would help Cyprus unlock AI’s potential while boosting competitiveness, productivity, and sustainable growth.

He also stressed that technological progress should remain aligned with European values, transparency and internationally recognised governance standards.

From Policy Discussion To Practical Action

Following the meeting, Pieris introduced the Office’s AI team to the Chief Scientist, extending discussions beyond policy towards future implementation and cooperation on AI, cybersecurity and digital governance initiatives.

Both sides agreed to continue holding regular working meetings with the shared goal of advancing innovation, strengthening digital resilience and supporting the safe and trustworthy deployment of AI in Cyprus.

Only 1% Of Cyprus Farms Use Precision Farming Technologies

Cyprus remains one of the European Union’s least digitised agricultural economies, with just 1% of farms using precision farming technologies in 2023, according to Eurostat.

The findings come as the EU continues to encourage the adoption of digital tools aimed at improving agricultural productivity, efficiency and sustainability.

Internet Access Expands, But Digital Uptake Lags

Internet access has improved across the bloc, although adoption remains uneven. Eurostat found that 43% of EU farms had internet access in 2023, with northern and central European countries leading the way.

Denmark, Germany, Slovakia, Latvia, the Czech Republic and Austria all reported internet access rates above 90%.

Greater connectivity, however, has not translated into widespread digital adoption. Farm management information systems, which help farmers manage day-to-day operations, were used by only about 11% of EU farms. France was a notable exception, with around 60% of farms using the technology.

Precision Farming Concentrated In Larger Operations

Robotics adoption also remained relatively limited, with only about 7% of EU farms using robotic technologies. Overall, around 18% of farms with utilised agricultural area employed at least one precision farming technology or practice in 2023.

These included robotics for plant protection, band spraying, variable-rate application, precision crop monitoring and soil analysis. Despite representing fewer than one in five farms, these holdings accounted for around 44% of the EU’s utilised agricultural area.

The figures suggest that precision farming remains concentrated among larger agricultural businesses, where investment in digital technologies is typically easier to support.

Cyprus Lags Behind EU Leaders

Luxembourg, Finland and Estonia recorded the highest shares of utilised agricultural area managed by farms using precision farming technologies, each exceeding 75%.

At the other end of the ranking, Cyprus recorded just 1%, while Greece and Romania reported between 10% and 15%. The results indicate that Cyprus remains at an early stage of digital adoption in agriculture, even as precision farming becomes more widespread across parts of the European Union.
